Roman janečka neboli zpěvák tehdejších sarganas začátkem roku 1990 dal dohromady úplně novou děčínskou punkovou kapelu. ze dvou názvů dovedně skrytý talent nebo 4 promile 4‰, právě zvýtězily 4 promile v den jejich prvního vystoupení (6. ledna 1990 + kapely thonax a kabát). 4 promille ist eine 1997 gegründete oi! -band, die sich zehn jahre nach der gründung aus persönlichen gründen wieder auflöste. zunächst als oi! -band gegründet, entwickelten sich mit den jahren sowohl die texte als auch die musikalischen fähigkeiten stets weiter, so dass sich die band mittlerweile im punkrock-bereich gefestigt sieht.
